CNMP reveals its ambitions for tomorrow's payments

The Comité national des moyens de paiement (CNMP) has just unveiled its national payment strategy for 2025 to 2030. Three key words - security, inclusion and sovereignty - are used to define the main objectives of this plan, which is designed to promote sovereignty and the development of inclusive and innovative payment services, while respecting security.

FACTS

  • The CNMP's new strategy has been drawn up in collaboration with the French public and private payment industry. It focuses on three main areas, and then sets out fifteen or so objectives. These three main areas are :
    • Trust and security (to guarantee secure, inclusive and sustainable payments) ;
    • Innovation (to promote new uses while controlling the carbon and environmental footprint of payments);
    • Sovereignty (to reinforce France's and Europe's autonomy in payments).
  • The Cartes Bancaires (CB) national network, the SEPA payments ecosystem and the Wero solution are fully supported by the CNMP. The development of the digital Euro is also at the heart of the CNMP's projects.
  • The new strategy also includes cash, and not just cashless payments. It underlines the CNMP's ambition to guarantee users a free choice of means of payment, by preserving the acceptance of cash.
  • This promise also aims to preserve the accessibility and inclusive nature of payments, at a time when the trend towards dematerialization risks creating ruptures with populations least adapted to digital technology.

CHALLENGES

  • A challenge of continuity: The CNMP underlines its ambition to pursue its efforts in the same direction with its new strategy. The strategy for 2025-2030 is presented as a continuation of the 2019-2024 strategy implemented by the Comité national des paiements scripturaux (CNPS) and Comité de pilotage de la filière fiduciaire (CP2F); the CNMP was created in 2022.
  • Honouring commitments : At the time of its creation, the CNMP's first mission was to devote itself to the issue of inclusion, in terms of access to quality means of payment for people with disabilities and/or who are far removed from digital technology.
  • Coordinating : The new 2025-2030 strategic plan presented by the CNMP is also intended to provide coordination support for future projects on the theme of payments, in France and more widely in Europe. In particular, it is presented as respectful of the strategic orientations defined from 2021 onwards by the European Commission and the Eurosystem.

MARKET PERSPECTIVE

  • Today, the CNMP is clarifying its ambitions, just a few days after La Banque Postale took advantage of the national day of the blind and visually impaired to announce the launch of a bank card for the visually impaired, in partnership with CB, FinTech HandSome (housed within the Platform58 group's start-up incubator) and the Thales group.
  • This new strategy is not only topical on the theme of inclusivity, as the issue of payment sovereignty represents a major problem, to which Europe is attempting to respond thanks to the European Payments Initiative (EPI) and Wero.
